Report of the 14th “Education Course for Leadership of Blood Services”
The 14th "Education Course for Leadership of Blood Services" (ECLBS), hosted by Shanghai Blood Center (SBC), WHO Collaborating Center for Blood Transfusion Services (WHOCC) and Chinese Society of Blood Transfusion (CSBT) and supported by various parties and organizations, including ISBT, was held in Shanghai from October 24 to November 10, 2023.
The ECLBS course is an intensive and comprehensive three-week education program aimed at the leaders of blood services in China. The participants have mixed backgrounds, some specializing primarily in management and others in medicine / science; the ECLBS course gives them all the opportunity to extend and/or deepen their knowledge and also to learn from each other. Over the last 16 years a total of 684 trainees have successfully completed the ECLBS curricula and received CME credits. ISBT has been participating since 2009 by sending speakers and ISBT representative(s) have attended opening and/or closing ceremonies on each course.

The opening ceremony of this course was held on October 24, 2023. Ge Yanping, Inspector of Shanghai Municipal Health Commission, Zhu Yongming, President of CSBT and Director of WHOCC, and Zhang Xi, Director of SBC attended the opening ceremony. Liu Jiaxin, Vice President of CSBT and Director of Institute of Blood Transfusion, Chinese Academy of Medical Sciences, presided over the opening ceremony. A total of 140 applicants applied for enrollment, and 83 of them were admitted after careful consideration by CSBT.
Opening ceremony - ECLBS Course Leaders
The opening ceremony of this course was held on October 24, 2023. Ge Yanping, Inspector of Shanghai Municipal Health Commission, Zhu Yongming, President of CSBT and Director of WHOCC, and Zhang Xi, Director of SBC attended the opening ceremony. Liu Jiaxin, Vice President of CSBT and Director of Institute of Blood Transfusion, Chinese Academy of Medical Sciences, presided over the opening ceremony. A total of 140 applicants applied for enrollment, and 83 of them were admitted after careful consideration by CSBT.
The ECLBS course consisted of 22 lectures in 4 standard modules (Medical Science and Technology, Management and Quality, Blood Services Management, Laws, Regulations and Standards), and 8 extension lectures. In addition, the course included a visit to Site of the First CPC National Congress, two visits to blood establishments (SBC, Suzhou Blood Center/Huzhou Blood Center), a report meeting, two communication meetings, and two Q&A sessions.
A total of 27 instructors were invited to give lectures, including 25 experts from Mainland China, one from AABB and one from ISBT. In total, 82 completed the course and received certificate of completion.
A questionnaire was also completed by the students and the results show that they believed the course training helped improve their leadership skills (55.2%) and theoretical knowledge (53.4%), broadened their horizons (39.7%), made friends and exchanged experiences (37.9%), improved their performance (10.3%), and enhanced their ability to do scientific research (1.7%). Prior to the training, 91.4% of the students had some knowledge of the content, 5.2% had no knowledge of the content, and 3.4% had complete knowledge of the content.
In order to better evaluate the impact of the course, an admission test and a final test (50 multiple-choice questions each) were employed. Both the admission test and the final test had the same test items but were worded differently. The test questions covered areas such as human resources, logistics, administrative management, quality control, blood services, blood testing and research management, etc. 83 students took the admission test, with the highest score being 82, the lowest score being 50, and the average score being 66.7. 81 students took the final test, with the highest score being 96, the lowest score being 74, and the average score being 85.3. Compared to their overall admission test scores, students scored significantly higher on the final test, and 81 of them made significant progress on the final test.

The closing ceremony was held on November 10, 2023. Deputy Director of Shanghai Municipal Health Commission, Ren Yutao, President of CSBT and Director of WHOCC, Zhu Yongming, Executive Director of International Society of Blood Transfusion (ISBT), Jenny White, Director of Department of Medical Affairs and Medical Management of Shanghai Municipal Health Commission, Wu Hong, Director of SBC, Zhang Xi, and other representatives attended the closing ceremony. Director of Chongqing Blood Center, Xu Yongzhu presided over the closing ceremony. The graduates were awarded with certificate of completion.
The ECLBS course continues to be an excellent resource to improve the quality of leadership in the blood services and advance blood safety in China and is a valued collaboration for ISBT. A 15th edition is being planned for 2024!
